Unused sand bags in Queens Park

As this photo taken by Mike Mellors shows, several of these bags of sand in Queens Park have pretty much gone to waste.

The gardeners usually maintain the bowling green by applying sand at the end of the summer season (and they did do this to the greens in Parade Gardens), but these bags have seemingly gone to waste.

 

Does anyone know why these bags haven’t been used?

    Regarding the bags of sand in Queens Park, they were delivered for the treatment of the bowling green. This happened the week after gardener Chris had been instructed not to apply any treatment to the green! He reported the delivery had been made, and since then nothing. Chris has been off, very ill, since. Local kids have taken the opportunity to use the contents of some of the bags, emptied over the other, still filled, bags, as a ramp to cycle over. The whole thing is a mess.
    We now know that the intention is to de-commission the bowling green, but it seems that there has been a lack of communication within the Council. Now that is a surprise.
